Background
Amkhola Union Parishad (UP) is under Galachipa Upazila of Patuakhali district which established in1960. The running Union Parishad Council was elected and took charge in 2011. Total area of the union is 11673acres/52 sq.Km, while total population is 27178 in 6029 households with population density of575per Sq. Km (Census 2011). The union is situated on the Echadi River and only eight kilometers away from Upazila head quarter but this river is making division the union from the upazila one the other hand the union is well communication with district head quarter and all around the union has a good road network. The UP complex is located at Amkhola village.
· Socio-economic condition:
Like other rural areas of this district, about forty per cent people are below poverty line. Main occupations are agriculture, fishing, day labor, rickshaw/auto bike puller and small trades. The main crops are paddy. Fishing is a major source of livelihood where many children are engaged. There is a Krishi Bank and also Grameen Bank and ASA NGO have micro–credit/financing programs across the UP. The union has 6 medium size village markets.
· Disaster/Vulnerabilities:
Galachipa is one of the most vulnerable upazila and according Amkhola and it is located at the mouth of the Bay of Bengal in the South of Bangladesh, in Patuakhali district. Under this union some village are very remote area those are very vulnerable to natural disasters and is frequently hit by floods and cyclones. The people of Amkhola experience seasonal cyclones at least twice a year – April-May, and October-November.Floods and cyclones hit almost every year and damaging houses and crops and especially sanitation system. Poverty is persistent due to natural disaster and low income growth. There is only three cyclone shelter under the union which is very old and not useable.
Hard-to-Reach Areas, villages and communities:
There are some hard to reach areas in this union as internal communication is not so good other than all the communication is good with pakka and katcha road linked with almost all villages. Bus, Motor cycle and Ricksaw are usually used within the union for communication. People do not face much difficulty to have access to social service facilities. Distance and communication mood are given below only for the remote areas.

Note: This information is based on the cumulative coverage reported by DPHE (counting from 2003) but after SIDR, AILA and Mohsen huge numbers of sanitation infrastructure were damaged which has not deducted and even there is no recent assessment or survey on it. They have no data about the use of Unhygienic Latrine but they think it would be 45% of H/H and total 2.5% would be open defecation.

Union Parishad Functional Status
The standing committees have been constituted as per the government instruction. But they are not functioning well. Meetings are not held regularly and, if somehow hold it is not minute properly and no follow up action in place. This has been observed several informal meetings with UP and review of documents.

Status of Ward Shova
Ward Shova is held once a year under LGSP (Local Government Support Programme) prior to budget preparation to discuss on the important schemes for the particular fiscal year for the union. Except this ward shova usually does not take place.
Patuakhali district receives LGSP supports funded by World Bank. All unions of Galachipa Upazila are under this support. From this project, each Union Parishad receives approximately 1.5-2.0 million BDT per year to implement development work especially construction and maintenance of road, culverts, water sanitation, repair of schools etc. For this intervention all most all UPs arranged ward shova once a year prior to preparation of LGSP budget.
